Objective

Equip students with a fundamental understanding of risk-based planning for sustainability, resiliency, energy efficiency, and climate considerations in the DoD and Army. Highlight their impact on Comprehensive Plans and emphasize planning-level strategies for reducing energy and water consumption while addressing climate and resiliency risks. Additionally, introduce the Army Climate Strategy and the Defense Climate Assessment Tool. All instruction will take place in Arlington, VA. Courses are instructed by military and federal representatives. This course is part of the Department of Defense Master Planning Institute in partnership with the U.S. Army Corps of Engineers.

Course Description

This course offers in-depth discussions and practical exercises focusing on the following crucial planning activities:

  • Comprehensive Plans: Students will gain an understanding of the consideration and application of energy, water, sustainability, climate, and other risk and environmental factors in the development and execution of Comprehensive Plans.
  • Sustainability/Resilience Guidance: Students will be introduced to the legal and regulatory framework that guides Sustainability and Resilience Planning within the DoD and the Army. This will include the application of the Defense Climate Resilience Tool and the Army Climate Strategy.
  • ICRP/Decarbonization: Integrated Climate Resilience Planning (ICRP) involves the systematic integration of climate resilience considerations into planning processes. Decarbonization, within this context, focuses on reducing embodied carbon and emissions and transitioning towards more sustainable, low-carbon practices and technologies.
  • IEWP (Installation Energy and Water Plans): Installation Energy and Water Plans (IEWP) are strategic documents outlining specific goals, targets, and actions related to energy and water management within military installations. These plans aim to enhance efficiency, reduce consumption, and ensure resilience in the face of potential disruptions. 
  • Mission Criticality: Students will be provided an introduction to the process of determining the criticality of missions, and the role the installation facilities and operation impact that mission.

Target Audience

Government employees, including Engineers, Planners, and Real Property Specialists, as well as Master Planners. It is also suitable for individuals in the consulting community and the general public. The course meets the continuing education requirements for the American Institute of Certified Planners certification. Prior completion of Master Planning Practices and Principles is recommended before enrolling in this class.
