Master Planning Advanced Techniques (Course 500) FY2025

Objective

This capstone course focuses on the control and influence of digital master plans and their role in long-range planning. It delves into the pivotal role of visioning in their development and methods to ensure that the planning vision supports a sustainable, resilient community, with the flexibility to adjust to emerging threats and evolving missions. All instruction will take place in Arlington, VA. Courses are instructed by military and federal representatives. This course is part of the Department of Defense Master Planning Institute in partnership with the U.S. Army Corps of Engineers.

• Master Planning Principles, equivalent UFC-compliant courses, or prior experience. See course description on registration page.

Course Description

This capstone course facilitates "Planning at the Speed of Relevance," providing in-depth discussions and project-based learning focused on crucial planning activities, including:

• Assessment & Analysis: Evaluate current conditions, determine buildable areas, and review past plans for comprehensive urban structure analysis.

• Community Engagement: Involve diverse stakeholders, gather input on aspirations, concerns, and priorities to ensure inclusivity.

• Vision Development: Define a shared vision based on analysis, set guiding principles with measurable goals.

• Data & Strategy Development: Use data for data-driven planning, develop strategies across various domains.

• Requirement Development: List real property and support requirements, establish ideal relationships.

• Conceptualization & Visualization: Determine zoning, develop urban design frameworks, consider placemaking and public spaces.

• Policy & Regulatory Framework: Ensure policy alignment, evaluate existing policies, propose revisions or new policies.

• Develop & Implement the Vision Plan: Consolidate findings into a comprehensive document, detail recommendations, and execute the phased implementation of the plan. 

Target Audience

Government employees, including Engineers, Planners, and Real Property Specialists, as well as Master Planners. It is also suitable for individuals in the consulting community and the general public. The course meets the continuing education requirements for the American Institute of Certified Planners certification. Prior completion of Master Planning Practices and Principles is recommended before enrolling in this class.
