This advanced course in master planning provides a comprehensive understanding of the latest techniques and trends in urban planning, with a focus on the German context. Urban planning in Germany is characterized by a strong focus on green urbanism, community participation, compact designs, integrated planning, and complete streets.  Participants will delve into advanced concepts, methodologies, and tools used in master planning, equipping them with the skills needed to tackle complex urban development challenges. All instruction will take place at U.S. Army Garrison Wiesbaden, Germany. Courses are instructed by military and federal representatives. This course is part of the Department of Defense Master Planning Institute in partnership with the U.S. Army Corps of Engineers.

Course Description

This capstone course facilitates "Planning at the Speed of Relevance," providing in-depth discussions and project-based learning focused on crucial planning activities, including:

  • Assessment & Analysis: Evaluate current conditions, determine buildable areas, and review past plans for comprehensive urban structure analysis.
  • Vision Development: Define a shared vision based on analysis, set guiding principles with measurable goals.
  • Data & Strategy Development: Use data for data-driven planning, develop strategies across various domains. Learn about smart city concepts, digital technologies in urban planning, and data-driven decision-making processes.
  • Requirement Development: List real property and support requirements, establish ideal relationships.
  • Conceptualization & Visualization: Determine zoning, develop urban design frameworks, consider placemaking and public spaces.
  • Policy & Regulatory Framework: Ensure policy alignment in specific AOR, evaluate existing policies, propose revisions or new policies.
  • Develop & Implement the Vision Plan: Consolidate findings into a comprehensive document, detail recommendations, and execute the phased implementation of the plan. 

Course will follow AOR specific planning considerations, including:

  • Green Urbanism: Explore European approaches to sustainable development principles and practices, including green infrastructure, energy-efficient design, and sustainable transportation solutions.
  • Urban Design and Place-Making: Study advanced urban design principles, placemaking strategies, and the creation of vibrant, inclusive public spaces.
  • Infrastructure Planning: Examine infrastructure planning principles, including transportation, water supply, and waste management, to support sustainable urban development.

Target Audience

Government employees, including Engineers, Planners, and Real Property Specialists, as well as Master Planners. It is also suitable for individuals in the consulting community and the general public. The course meets the continuing education requirements for the American Institute of Certified Planners certification. Prior completion of Master Planning Practices and Principles is recommended before enrolling in this class.
